Records on file in City Hall show that Baker applied for a permit Nov. 30 - after he did the work.
Not only that - but in the permit request Baker attached photos showing that the work had already been done.
In other words, he supplies his own smoking gun.
Zoning laws also point out that anyone who applies for a zoning permit may also need a building permit.
So Baker is currently one permit short of a full deck - and maybe two.
This is the second of two complaints targeting Baker.
He persuaded city officials to "rescind" a notice of violation issued against him after he was cited for operating an illegal home occupation, a company doing business as HallerLee HR Consulting LLC.
HallerLee is owned by his wife, Mary Margaret Lee.
What is astounding is his admission on that very document that the WORK HAD ALREADY BEEN DONE.
Baker says on the permit "REQUEST" that he "planned" to "REPLACE" the garage doors on his house. But he attached photos showing the work was already done!
Folks, by law he was supposed to apply for a permit BEFORE DOING ANY WORK.
This latest violation now makes it mandatory that Mayor Bob Kiss immediately remove Baker from his membership on the city Planning Commission.
We also must note that the very day that he applied for an AFTER-THE-FACT permit, he called The Cohens (bloggers whose blog is posted below) asking us if we wanted money to shut us up.
Planning Commission Vice Chairman Bruce D. Baker (pictured below) has been absent from SIX commission meetings in SIX months, thereby violating the city's attendance policy:

How does he get away with shirking his duty like this?
Mayor Bob Kiss must look into this and demand Baker's resignation, although Baker's failure to attend meetings is tantamount to his quitting.
The mayor needs to appoint someone who will do the job and not pretend to do the job.
BURLINGTON – Embattled Planning Commission Vice Chairman Bruce Baker called Monday, asking “what do you want?”
Dan Cohen, co-author of a blog (link below) that cites Baker's illegal home business, said he received the call at 3:27 p.m. Nov. 30 from Baker.
“What do you want?” Baker asked Cohen.
Cohen told him, “I want an admission from you that you ran an illegal business from your house.”
“Where will that get you?” Baker asked, never taking the chance to even try to deny that he ran a home occupation without a permit.
Cohen told him, “I’m not trying to get anywhere.”
Baker replied, “What do you want? Is it money? What do you want?”
“No,” Cohen told him, “I don’t want money. I want you to admit you ran an illegal business.”
The call ended at that point because Cohen had other matters to attend to.
It is not political theater itself to which Obama objects -- but theater that highlights issues that liberals would rather forget. He is quite content to let the Mohammed trial become the theater of the left. Perhaps even eager.
Obama and his handlers know that the key to building favorable ratings is to control the agenda. And the more the national discussion centers on national security and terrorism, the more Republicans gain. So the Fort Hood terror attack comes at an awful time for an administration trying to turn the nation's attention away from the terrorist threat.
As soon as the killing spree was over, Obama hastened to call it "an act of violence" -- obscuring the obvious fact that it was the most serious terror attack on US soil since 9/11. And, as evidence mounts that the FBI was on to Major Nidal Malik Hasan for years, the president is doing his best to stop Congress from finding out why these warnings went unheeded.
Even as Rep. Peter Hoekstra (R-Mich.), the ranking Republican on the House Intelligence Committee confirmed that the government knew of 10 to 20 e-mails between Hasan and a radical imam in Yemen -- who was urging the killing of American troops -- starting last December, Obama hastened to urge Congress to refrain from investigating why the danger signs were ignored.
The Obama administration has a clear agenda here:
1) Stop people from focusing in how his administration permitted the worst domestic terror attack in eight years.
2) Avoid a national airing of how liberal policies -- restraints on the intelligence community, political correctness in the armed forces -- might have inhibited the military from reining in Hasan.
3) Re-ignite a firestorm on the left and abroad against the aggressive anti-terror policies of the Bush administration.
Making all this particularly important for Obama are his other political needs.
As he likely decides to send more troops to Afghanistan and eyes abandoning the "public option" to secure Senate passage of his health-care plan, Obama has to rebuild his credibility on the left. A public circus that focuses on waterboarding and interrogations could be just what he wants and needs.
